An A1 certificate allows foreign employees to work in the Netherlands while the employer pays (less) social insurance premiums in the A1 country, and the employee has a higher net salary. Within the EU, agreements have been made that clearly regulate the position of labour migrants who perform flexible or seasonal work in the Netherlands. Personnel that are deployed mainly because of their specific knowledge and skills in sectors where there is a shortage of employees or a high demand for skilled workers.
